OPINION
GILMAN, Circuit Judge.
A corrections officer at the Federal Medical Center prison in Lexington, Kentucky (FMC Lexington), found inmate *394Tracy Hearlson dead in a housing unit of the prison during the early morning hours of September 14, 1998. Hearlson had been beaten to death with a fire extinguisher. No alarm sounded, and prison officials were unaware of the assault until the corrections officer discovered Hearl-son’s body.
