This political discrimination lawsuit was filed in January 2002 by thirty-six former Ranger cadets of the Puerto Rico Department of Natural and Environmental Resources (“DNER”) pursuant to 42 U.S.C. § 1983. The cadets alleged that they were summarily terminated due to their political affiliation with the New Progressive Party (“NPP”), in violation of their First Amendment rights, and without notice or a hearing, in violation of their due process rights under the Fourteenth Amendment.
