Plaintiffs West Alabama Women’s Center, a Tuscaloosa clinic that provides abortions and other reproductive-health services, and William J. Parker, M.D., the clinic’s physician, filed this as-applied Fourteenth Amendment challenge to an abortion regulation with which they could not comply and which had forced the clinic to close. The defendant is the State Health Officer for the Alabama Department of Public Health.
