The plaintiffs are members of the board of selectmen of the town of Clinton (board). On February 22, 1982, the board, sitting as the local *906licensing authority, suspended for a period of one year the off premises license1 (beer and wine) of Tracy Calcia doing business as Greeley Hill Market and Package Store (Calcia).2 Calcia appealed to the Alcoholic Beverages Control Commission (commission) pursuant to the first paragraph of G.
