Gulf Coast International, a Louisiana manufacturer, supplier, and service provider with offices in Ohio and Houston, sued the Research Corporation of the University of Hawaii, an agency of the State of Hawaii with no offices, property, or employees in Texas, for breach of contract for overdue payments that Hawaii Research owed Gulf Coast.
