Granaban, as administrator of the estate of Sheila Granaban (Sheila) and individually (as Sheila’s father), and Elaine Granaban and Shawn Granaban, mother and brother of Sheila, filed the present complaint (the State complaint) in the Superior Court on December 20,1983. It alleged that on March 2, 1979, Sheila was shot and killed in her apartment, following a long series of alleged distressing episodes described in the complaint.
