Appellant Michael Anthony Sisinni (Si-sinni) appeals from an order of the Court of Common Pleas of Allegheny County (trial court), dated February 17, 2011. The trial court denied Sisinni’s appeal and sustained the Department of Transportation’s (DOT) one-year suspension of his operating privilege pursuant to Section 1547 of the Vehicle Code (Code), 75 Pa. C.S. § 1547, 1 for his refusal to submit to chemical testing. The only issue on appeal is whether the officer had “reasonable grounds” to demand that Sisinni submit to a chemical test.
