Appeals (1) from a judgment of the Supreme Court (Bradley, J.), entered February 13, 1990 in Albany County, which, in a proceeding pursuant to CPLR article 78, granted respondents’ motion to dismiss the petition for, inter alia, lack of standing, and (2) from an order of said court, entered February 13, 1990 in Albany County, which denied petitioners’ motion to, inter alia, convert this proceeding into an action for a declaratory judgment.
