PHILLIPS, Circuit Judge:
Two federally-funded farmworkers service organizations and one employee of each brought suit in the Eastern District of Virginia under 42 U.S.C. § 1983 against two farmers to obtain access to the migrant laborers housed on the defendants’ farm. During a hearing before the district court on plaintiffs’ motion for a preliminary injunction, the possibility that the parties could settle their dispute became apparent.
