This matter comes before the Court upon a series of dispositive motions fully briefed and extensively argued by counsel. In rendering this decision, the Court reviewed the pleadings, exhibits as may be considered, supplemental briefs, relevant land records and local ordinances, and the arguments of and cases cited by counsel.
