This case was certified to us by the court of appeals pursuant to Ark. R. Sup. Ct. 1 -2(d) because it presents a matter of significant interest requiring the interpretation and interplay of two statutes, Ark. Code Ann. §§9-10-113 and 9-10-109(a) (1987). Appellant, Bryant Norwood, appeals a Pulaski Chancery Court order denying his motion for a change of custody.
