SEYMOUR, Circuit Judge.

Plaintiffs are members of the Libertarian Party of Wyoming. They filed suit on August 4, 1983, challenging the constitutionality of the Wyoming election laws regulating ballot access by minority parties. The district court granted summary judgment for plaintiffs on February 17, 1984, 591 F.Supp. 768, holding unconstitutional varr ious provisions of the Wyoming Election Code, Wyo.Stat. §§ 22-1-101 et seq.
