NEESE, District Judge.

This is a pro se action for monetary damages and equitable relief by a state prisoner against 11 persons, all but two of whom were at the pertinent times officials of the state of Tennessee, its subdivision, or one of its municipal corporations. The plaintiff, a citizen of the United States, claims the defendants, under color of Tennessee law, deprived him in a police investigation and state prosecution of federal rights guaranteed him by the Constitution, First, Fifth, Sixth, Eighth and Fourteenth Amendments. 42 U.
