This matter is before us on motion for costs and attorney fees filed by plaintiff, Paul N. Howard Company, on November 4, 1983.

BACKGROUND

L-. August 23, 1983, this Court entered its memorandum opinion and judgment in the above-captioned case awarding Paúl N. Howard Company (PNH) costs and attorney fees due to the temerity and obstinacy displayed by defendant Puerto Rico Aque*80duct and Sewer Authority (PRASA) through all the proceedings in this case.1
