Petitioner-Appellee Manel Mauvais (the “father”) filed a petition for the return of his two minor children, M.M. and R.M., to Canada pursuant to the Hague Convention on the Civil Aspects of International Child Abduction, Oct. 25, 1980, T.I.A.S. No. 11,670, 1343 U.N.T.S. 89 (the “Hague Convention” or the “Convention”), as implemented by the International Child Abduction Remedies Act, 22 U.S.C. § 9001 et seq. (“ICARA”).
