MEMORANDUM AND ORDER

WOODLOCK, District Judge.

Petitioner David W. Rosado seeks habe-as corpus relief from his Massachusetts state court conviction for first degree murder. He is serving a life sentence without the possibility of parole. His principal complaint is that his trial counsel did not engage a psychological expert to explore a lack of mental capacity defense.
