Appellant Ronald Bradbury, an inmate in the Union Correctional Institution of the Florida prison system, challenges the constitutionality of Rule 33-3.13, a regulation promulgated by appellee Louie L. Wainwright and the Florida Department of Corrections. Rule 33.3-13 regulates inmate marriages.
