Petitioner H.S.P. filed a complaint and a motion in the Chancery Division, Family Part, seeking custody of his seventeen-year-old nephew, M.S., and factual findings that would assist M.S. in obtaining Special Immigrant Juvenile (“SIJ”) status from the United States Citizenship and Immigration Services (“USCIS”) of the Department of Homeland Security.
