The appellant, the Consumers Company, an Illinois corporation, as an owner of real estate and tax-payer in the city of Chicago, filed its bill in the superior court of Cook county against the city of Chicago, Albert A. Sprague, its commissioner of public works, Martin J. O’Brien, its comptroller, and certain owners, to restrain the city and its officers from consummating the purchase of a tract of land and disbursing public funds therefor.
