This is an appeal from a judgment of the circuit court of Vermilion county quashing a writ of certiorari issued from that court on the relation of appellant, Leach.

It appears that on the 9tli of September, 1902, S. M. Busby and John Pugh filed a petition in the office of the county clerk of Vermilion county praying the board of supervisors to disconnect a tract of land therein described from the town of Love and annex the same to the town of Blwood. The petition shows that the petitioners are a majority of the legal voters in the territory sought to be disconnected from the town of Love, and…
