The third section of Article III of the charter act of the municipality of Jacksonville (Chapter 3775, laws 1887) empowered the mayor and city council to create such offices and to provide by ordinance for the appointment or election of all such officers as might be necessary for the good government of the city, not in conflict or interfering with the duties of officers and appointees in that act provided for whose compensation and terms of service were required to be fixed before their election.
