I. INTRODUCTION

The matter before the Court is the Motion for Contempt pursuant to which Mezal Al-Jiboury (the “Debtor”) seeks a determination that the Massachusetts Department of Transitional Assistance (the “DTA”), which administers the Commonwealth’s food stamps program, violated the discharge injunction imposed by 11 U.S.C. § 524 by forwarding to him, post-discharge, a notice stating that it would begin recoupment of an overpayment of food stamp benefits.
