OPINION
MEROW, Judge.
This vaccine case comes before the court on a motion for review filed by the respondent on May 16, 1992, challenging the Special Master’s April 24, 1992 decision in this matter.
Petitioner, Donald Schumacher, Sr., as administrator of the Estate of Donald Schumacher, Jr. (hereinafter Donny), deceased, commenced an action in this court on September 27, 1990, under the National Childhood Vaccine Compensation Act of 1986, codified as amended at 42 U.S.C. §§ 300aa-l et seq. (West Supp.1991) (Vaccine Act), seeking compensation for Donny’s death which occurred on March 4, 1982.…
