—Affirming in part and Reversing in part.

Upon the rejection by the state auditor of certain items in their accounts, the jailers of Floyd, Fleming, Franklin and Oldham counties, respectively, joined in filing this suit for themselves and others similarly situated, seeking a declaration of their rights with respect to them. The accounts containing the items had been duly approved, certified, and presented for pavment. The jailers claimed, and the auditor denied, (1) that they were entitled to 75 cents a day for keeping and feeding prisoners…
