In this case, we review a decision by the District Court, see United States Postal Serv. v. National Ass’n of Letter Carriers, 631 F.Supp. 599 (D.D.C.1986), vacating an arbitrator’s award on the ground that the award violated public policy. The District Court’s opinion was issued fourteen days prior to our decision in American Postal Workers Union v. United States Postal Service, 789 F.2d 1 (D.C.Cir.1986) (“Postal Workers”), and before our most recent pronouncement on the “public policy exception” in Northwest Airlines v.
