GINSBURG, Circuit Judge:

The United Transportation Union-Illinois Legislative Board challenges a recently adopted rule of the Surface Transportation Board requiring parties that submit pleadings of 20 or more pages or computer-generated spreadsheets also submit a computer diskette containing the document. The UTU also objects to the STB’s long-standing rules and policies regarding public access to transcripts and to pleadings and correspondence from docket files.
