I. INTRODUCTION

On June 17, 2009, Plaintiff Skyson USA, LLC (“Plaintiff’), a grocery store in Kalihi, filed this action seeking judicial review of an administrative action by Defendant United States, acting through the United States Department of Agriculture, Food and Nutrition (“Defendant” or “USDA”), which found that Plaintiff had trafficked in food stamps.
