SIBLEY, Circuit Judge.

Chapter 10140 of the Laws of Florida of 1925 purports by description rather than by name to empower Hillsborough countv to improve its highways through voluntarily formed road districts by issuing the county’s general bonds, supported by general tax levies, with assessment of 75 per cent, or more of the cost against the benefited property in the district; the assessments as collected to be used to reduce the taxes.
