Phillip Walker is a sixteen year-old student in the District of Columbia who has been diagnosed as mildly mentally retarded. He complains that for many years he was not given the special education to which he was entitled under the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq.
