Plaintiff-appellant John Cook, a reporter, brought suit under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, seeking disclosure of records held by defendant-appellee the National Archives and Records Administration (“NARA”). Cook seeks to obtain records of requests for archived presidential and vice-presidential materials submitted to NARA by or on behalf of former President George W.
