Upon this writ of error the defendant, William C. Graham, President of the County Court of Hancock County, West Virginia, seeks reversal of a final judgment of the Circuit Court of Hancock County rendered December 14, 1962, in a mandamus proceeding instituted in that court, in which the plaintiff, Joseph Manypenny, Sheriff of Hancock County, sought a writ to require the defendant to issue an order for the payment of a certain monthly salary to each of two employees of the plaintiff as such sheriff from and after the first day of July, 1962 and during the remainder of the…
