James Lyons and Mary Jo Takacs (together, Property Owners) appeal at 2186 C.D. 2009 from two October 26, 2009, orders of the Court of Common Pleas of Somerset County (trial court), which granted summary judgment to Indian Lake Borough (Borough) and dismissed Property Owners’ appeal challenging the decision of Indian Lake Borough Council (Council) to grant a commercial boat dock easement to St!
