This appeal presents the question of whether the Public Service Commission has unreasonably and unlawfully discriminated among customers of the St. Louis Water Company and the Missouri Water Company in its report and order approving rule changes in the companies’ water main extension tariffs. Also in issue is whether the order creates an unreasonable risk of revenue deficiencies to the companies.
