McDonald’s Corporation (“McDonald’s”) appeals from the judgment of the trial court denying McDonald’s petition for a permanent writ of mandamus. The three respondents are Ray Daly, the acting building commissioner for the City of St. Louis, Martin P. Walsh, Jr., the acting director of public safety for the City of St. Louis, and Norbert A. Groppe, the president of the board of public service for the City of St. Louis.
