MATTER OF SS "SAN MARCO IV" In FINE Proceedings NYC-10/52.49 Decided by Board July 6, 1961 Fine—Vessel's owners solely liable under sec. 243(e) for failure to pay crew- man's deportation expenses—Liability for failure to comply with "order" under sec. 243(c) depends upon contemporaneous association with vessel.
