I. Introduction
This action stems from events that took place on March 16, 2003 at the South Boston St. Patrick’s Day parade. Plaintiffs South Boston Allied War Veterans Council and John J. Hurley (hereinafter collectively “the plaintiffs” or “the Council”) are responsible for the organization of that annual parade.
