Appellant Robert Kramer appeals from a denial of his petition to modify a child custody decree by granting him custody of his son. He claims that the trial court erred by refusing to consider the changes in his (the noncustodial parent’s) circumstances in determining whether there had been a sufficient “change in circumstances” to warrant reconsidering the earlier custody award under Hogge v.
