Petitioners Operators & Consulting Services, Incorporated and Zurich American Insurance Company seek review of an order of the Department of Labor’s Benefits Review Board. In this order, the Benefits Review Board affirmed the decision of an administrative law judge which imposed an employee’s medical costs and disability payments upon Operators & Consulting Services under the Longshore and Harbor Workers’ Compensation Act, 33 U.S.C. § 901 et seq.
