This is an appeal from a judgment in two consolidated lawsuits brought by a group of farmers and owners of farmland (we will call them the surrounding landowners)1 in rural Rapides Parish to stop the police jury of that parish from granting approval for a planned subdivision development adjacent to their property. Named defendants were the Rap-ides Parish Police Jury, which is the governing body of |2Rapides Parish; Jerry and Gwen Deville, who are the owners of a 49.834 acre tract which they want to subdivide into Bayou Rapides Estates; and V & V Properties, the developers…
