This matter is before the court on a petition filed on behalf of the National Labor Relations Board (Board), by John A. Penello, Regional Director of the Fifth Region pursuant to Section 10 (Í) of the National Labor Relations Act (Act), as amended.1 The petition, initiated after preliminary investigation of a charge filed by James H. Wood (Wood) charges that respondent, the Wilmington Building and Construction Trades Council, AFL-CIO (Council), an unincorporated association, has engaged in and is engaging in activities proscribed by Section 8(b) (4) (A) of the Act.2…
