Before us is a petition for rehearing on the award of costs in favor of the railroads as intervenors against American Railway Supervisors’ Association, as petitioner in No. 77 — 1008 and Commonwealth of Pennsylvania, as petitioner in No. 77-1487. In each case the petitioner for review challenged certain provisions of the Commission’s regulations, as more fully appears from the opinion on the merits. The railroads, who were themselves petitioners for review challenging other provisions of the regulations in No. 76-2283, filed a single 17-page brief in Nos. 77-1008 and…
