This disciplinary proceeding against David Wayne Williams presents the questions whether the misdemeanor of public indecency, OCGA § 16-6-8, is per se a crime of moral turpitude under Bar Rule 4-106 and whether, under the facts of this case, Williams should be suspended pending the appeal of his conviction under that statute. We hold that public indecency is not per se a crime of moral turpitude under the Bar Rules because it does not necessarily relate to an individual’s fitness to practice law, and we adopt the special master’s recommendation that Williams not be…
