Background
This case arises under the Individuals With Disabilities Education Act (“IDEA”), 20 U.S.C. § 1400 et seq. Plaintiff Jarrón Draper (“J.D.”) is a twenty year old student, who at the time of the due process hearing in this case was enrolled in the 11th grade at Benjamin E.
