HALE, District Judge.

The steamship Devona is an iron ship, of British ownership, of the burden of about 8,000 tons, and at the time complained of in the libels was engaged in the business of ocean freight transportation. She sailed in ballast from Cardiff, Wales, November 5, 1919, arrived in Portland, Me., on November 30, 1919, and docked, on the morning following, alongside a wharf of the Grand Trunk Railway Company.
