NIXON, District Judge.
On the night of August 17 and the early morning of August 18, 1969, the most intense storm ever recorded in the western hemisphere, Hurricane Camille, struck the Mississippi and Louisiana Gulf Coast with winds, attaining a velocity approximating 200 miles per hour and tides ranging from 15 to 30 feet above normal. The obvious aftermath of this freak of nature which claimed many lives and totally destroyed over 4,000 homes on the Mississippi Gulf Coast alone, was the urgent necessity to find shelter for those persons the storm had rendered homeless.
