This is an appeal from a determination by the Director of the Division of Purchase and Property, Department of the Treasury (“Division”), rejecting appellant’s low bid for a two year advertising contract with the New Jersey Lottery Commission. The action under review followed a recommendation by the Attorney General on the ground that to award the contract would erode public confidence in the Lottery Commission.
