There is little dispute in the facts, the questions presented, aside from one to be hereafter noted, being of law. The town of Brooklyn is duly incorporated and has a population of about one thousand two hundred. Like most Iowa towns it is a farming community, and aside from its social and mercantile affairs its interests are largely agricultural. Prior to the transactions to which we are about to refer, it had no city hall, no fire station, no theater, no opera house, and no large public assembly hall.
