The City of Boston (“Boston”) petitions this court for review of the United States Department of Housing and Urban Development’s (“HUD”) termination of an agreement to help subsidize a housing development project. At issue is whether this court has jurisdiction over Boston’s petition, whether Boston was entitled to an administrative hearing before HUD terminated the agreement, and what relief, if any, this court may provide.
