The 88th section of the amended charter of the city of Lincoln, under which this suit was brought, provides an accurate account shall be kept of all expenditures made for county purposes, in which shall be charged all expenditures for county purposes, except for the making and repairing of roads and highways, and the building and repairing of bridges in the county, with the city ratably to the county, and the city of Lincoln, in proportion to the taxes collected for county purposes within the city, and paid into the county treasury by each, respectively, and the surplus of all such taxes…
