This is a certiorari proceeding by the Lehigh Valley Bail Way Company and Lehigh Valley Bailroad Company to review assessments of an item of real property listed upon the assessment rolls of the city of Bochester for the years 1940, 1941 and 1942. It appears of record that all railroads, lands and bridges owned by the Lehigh Valley Bail Way Company are leased to Lehigh Valley Bailroad Company. Accordingly, for the purposes of this opinion, it will be convenient to refer to the two respondent railroad corporations as a single entity under the name “ Lehigh
